Taking Fishy Pictures

It seems that if you want to take underwater pictures you have to be diving or snorkeling to do so.  I want to take underwater pictures while dry sitting on a dock or in a boat.  This idea is to create a weighted, waterproof camera to hang from a fishing pole.

How should the camera take pictures?  It could be set on a timer, example take one picture every 30 seconds.  Or it could have a controller above water where the photographer could control the orientation and snap the photos.

With this setup you can compile a large collection of fishy pictures in no time.
